SRDC PRIORITY ISSUE #1
Strengthen the Engagement of Rural People and Organizations
in the Civic Life of their Communities

There is increasing interest in advancing the skills of local residents to have a voice in shaping the future of their community. This interest is linked to mounting evidence in social science literature that vibrant communities embrace and advance the active involvement of a broad base of individuals and organizations in guiding the activities of their communities. As such, the SRDC is committed to helping strengthen the spirit of citizenship and cooperation that can serve as the centerpiece for tackling the diverse set of economic, social and environmental challenges facing many rural communities in the South.

Planned Activities:

Research

Sponsorship of a National Workshop. The SRDC will help co-sponsor a national workshop focusing on "Amenities and Rural Community Development: Theory, Methods and Public Policy." The SRDC will work in cooperation with the other three regional rural development centers to expand the products of this workshop to appropriate individuals in rural areas of the country.

Walton Family Foundation Geographic Concentration Study. The SRDC will work in partnership with the Walton Family Foundation to examine the success of their capacity-building investments in Arkansas and Mississippi. The SRDC will serve as a major external research evaluator of the efforts by the Foundation to expand the involvement and leadership of low wealth people in addressing the variety of economic and social challenges facing their communities.

Educational Curricula and Workshops/Conferences

Enhancing the Voices: Expanding the Leadership Capacity of Rural People in the South. The SRDC will design and host an important weeklong training program that will advance the ability of our land-grant educators to initiate viable civic engagement strategies in their activities. This includes sharing such knowledge via classroom instruction and/or the delivery of (several times earlier extension is not capitalized) Extension community development programming in their states. The following key curricula products are to be highlighted in this workshop:

  • LeadershipPlenty. The SRDC has been accepted by the Pew Partnership for Civic Change to serve as a national partner in delivering a new leadership development curriculum titled, "LeadershipPlenty." It is working with a team in the South to supplement the LeadershipPlenty resources and to delineate how the content of the LeadershipPlenty curricula will be showcased in the training workshop.
  • Public Issues Deliberation. In light of the important role that the Kettering Foundation approach to public deliberation has played in facilitating citizen involvement in important local issues, the civic engagement workshop will offer training on this approach to involving local citizens in discussions of important policy matters.
  • The Community Problem Solving Process. This educational product will offer workshop participants a systematic process for improving the ability of local people and organizations to systematically tackle difficult problems in their communities.

The SRDC will organize a team of faculty from the region, as well as representatives from the Southern Growth Policies Board and the TVA, to work as a planning committee to determine the final content of this planned workshop.
