Journal of the Community Development Society Special Issue: Local Food Systems Development

USDA Rural Development has released the fourth volume of their Food Hub Technical Report Series. This report draws on national data and case studies to understand why some food hubs have failed in an effort to learn from their mistakes and identify general lessons so new and existing food hubs can overcome barriers to success.

The SRDC is beginning a new feature in our newsletter to showcase work going on around the region. This section will highlight those stories.

Farmers’ Market Manager Training Program – Oklahoma State University

Farmers’ markets are important community institutions since they provide a market channel for small scale farmers’ and ranchers’ crops and livestock, aid in addressing the limited access to food experienced in many rural communities, and encourage social capital development and community interaction. Farmers’ markets also serve as a critical economic development institution, as they serve to incubate small-scale producers and processors looking to capitalize on the local food movement. For these reasons, Oklahoma Cooperative Extension Service’s Local Food Systems program developed the Farmers’ Market Manager training program to help build and ensure the success of Oklahoma’s 80+ farmers’ markets.

The program consists of 10 sessions, 3 day long, in person events and 7 2-hour webinars, delivered over a two month period during December and January. Topics for the training range from organizing and registering the market, financing the market, maintaining records for the market, and incorporating food benefit programs, to building vendor and customer bases through marketing, handling conflict among vendors, and understanding food safety and handling regulations. Instructors vary from training to training to include seasoned market managers, regulators, funders and topic experts, so that market managers network with resources while learning from them. At the conclusion of the training, participants become certified market managers. To encourage participation and to ensure that no market is excluded from training because of costs, scholarship funds and program underwriting have been provided by the Choctaw Nation of Oklahoma and Oklahoma’s Tobacco Settlement Endowment Fund.

Employee Feature – Suzette Barta

Suzette Barta has been the Extension Educator for Community and Economic Development in Payne County, Oklahoma for almost ten years. This was a brand new position for the Payne County office, and, thanks to an encouraging county director, she was given a lot of freedom to develop her own ideas for programming. She brought some of those ideas with her from past experiences, but other ideas evolved as she responded to the needs in the community.

Prior to coming to the county office, Suzette spent eight years working for a State Extension Specialist on the campus of Oklahoma State University—primarily writing community data trends reports and retail trade studies. Of course, she brought those skills to Payne County, but, through some volunteer opportunities, she had also developed an interest in leadership programs and home-based businesses.

In the summer of 2010, Suzette began recruiting for the first class of a county wide leadership program called Payne County Leadership Connections. The premise of the program was that county leaders from all six communities in Payne County needed to meet each other and needed to learn about both the assets and challenges of their neighboring communities. One of Suzette’s favorite quotes about the program from a graduate is, “I used to see just Stillwater as my community, but now I see Payne County as my community.” PCLC is currently in its eighth year. Home-based business owners are another group in which Suzette has always taken an interest. These individuals operate on a shoe-string budget and are often unsure about where to find resources. This past year, Suzette borrowed some concepts from the leadership class to create a new program for small entrepreneurs. The New Entrepreneur Training Program consisted of seven individuals with ideas for a new business. These new business owners met for training once a week for eight weeks. The program culminated in four of the participants making mock “pitch” presentations to a panel of local business service providers.

What’s in store for Suzette Barta? She hopes to continue PCLC for many years to come and is looking forward to duplicating the New Entrepreneur Training Program for a second year. A significant amount of her attention, however, is being turned toward poverty education. She helped facilitate three poverty simulations over the past year, and she is currently collaborating with a local non-profit agency to facilitate a class called “Getting Ahead.” Based on the “Bridges out of Poverty” curriculum developed by Ruby Payne, the course is designed to help individuals in poverty build their resources for a more prosperous life for themselves.”

As Suzette has told a number of groups lately, “If my job is to develop the community, I can’t think of a better way of doing that than working to eliminate poverty.”

The Community Vitality Extension Field Specialist I provides leadership in building mutual learning relationships with community citizens and leaders. They will provide a blend of educational outreach, technical assistance, and community coaching in order to connect communities with current community development research, various skill building opportunities, curricula, identifying their own community assets, and applicable community-based outreach practices. This position will assess the learning interests of the community and then guide the community to a course of action that meets their identified interests. The Community Vitality Extension Field Specialist I supports the SDSU Extension mission, strategic vision and planning assumptions.
