- Learn about scenario planning, a process that can help imagine how hazards/threats could play out in a community
- Discover the elements of SMART goals and objectives
- Test the scenario planning process by having the community select a specific hazard or threat from Step Two deemed to be a risk for the community
- Based on the scenario planning experience, develop SMART goals and objectives for the key hazard/threat the community proposes to address

- Develop an implementation plan that details the activities to be performed for each option and aligns these options to the components of the disaster cycle (prevention, preparation, response, and recovery)
