The .gov name is more expensive and a little more work (need to register through www.dotgov.gov), but if you are building a site for a municipality, the .gov can appear more official.

It is important to think about which program you are going to use to build your site BEFORE you commit to a domain name or web host. Some programs (Yahoo SiteBuilder, Office Live) require you to use their web hosts.
